Mogalakwena appoints a “shoplifter” as the municipal manager

The DA rejects the appointment of Beverly Gunqisa as a new Municipal Manager (MM) of Mogalakwena Municipality as she has a criminal record of shoplifting which she committed in 2011.

Her appointment, which the DA vehemently opposed, was confirmed during a council meeting yesterday despite her criminal record.

She was chosen over the other two suitable candidates. The first candidate scored 71 out of 75 but Gunqisa scored only 63 out of 75 whilst the third candidate scored 56 out of 75.

Gunqisa was found guilty for shoplifting at Lyttleton Police station in Pretoria in 2011 (Case 611/07/2011).

According to the State Security report submitted to the municipality prior to her appointment, it indicates that her criminal case is not an automatic disqualifier but the nature of the offence , the occurrence and sensitivity to the matter may be a risk indicator.

There is a fear that she will have access to classified information and financial information.

The report recommends that a request must be submitted to the State Security Agency in order to conduct the necessary vetting investigations at the end of which a relevant security clearance will be considered.

Her appointment is effective from 1 April 2019 , with the remuneration package of over R1,4 Million.

This municipality has been plagued by maladministration and factional infighting which has totally interrupted service delivery over the last five years.

The DA will engage MEC for Co-operate Governance, Jerry Ndou, to put a stop to the shoplifter’s appointment at this embattled municipality.
